The Early Childhood System in Delaware

Delaware has invested in building a connected system of services that supports children and families from before birth through kindergarten entry.

Prenatal Care

Healthy pregnancies are the starting point of the continuum. Prenatal care providers -- OB/GYNs, midwives, community health centers -- are often the first point of referral into home visiting programs.

Home Visiting

Home visiting typically serves as the entry point into the early childhood system for vulnerable families, often beginning prenatally or in the first weeks after birth. During the home visiting period, FSS workers serve as a bridge to the rest of the system, helping families navigate services and preparing them for eventual transitions.

Early Intervention (Part C)

Early Intervention (EI), authorized under Part C of the Individuals with Disabilities Education Act (IDEA), provides services for children from birth to age three who have developmental delays or disabilities. FSS workers often identify developmental concerns during home visits and initiate referrals to EI.

Delaware Stars

Delaware Stars is the state's Quality Rating and Improvement System (QRIS) for childcare and early learning programs. When helping families find childcare, FSS workers can reference Delaware Stars ratings to help families make informed decisions.

Preschool and Head Start

As children approach age three and four, families begin thinking about preschool. FSS workers support families in understanding their options and completing enrollment applications.

Kindergarten

Kindergarten transition is a significant milestone. FSS workers help families understand what kindergarten readiness looks like and close out home visiting services thoughtfully as families transition into the school system.

Key Community Partner Systems

  • WIC -- nutrition support and breastfeeding resources
  • Medicaid and CHIP -- health insurance coverage; FSS workers often assist with enrollment
  • SNAP -- food assistance; FSS workers can help families understand eligibility and apply
  • Early Intervention (Part C referral process) -- any parent or provider can make a referral; evaluation within 45 days
  • Help Me Grow Delaware -- a centralized resource and referral system for families with young children
